I am a civil govt contractor from karnataka & take govt. Department works.wheather I am chargeable to service tax under section 66D in terms of provisions of 66B How to pay the service tax as there is no provision for paying/reimbursement to the contractor by central/state govt. as the estimates are prepared on the basis of approved schedule of rates and the estimated amount can not revised again.

Departments are not willing to pay the service tax as they say that there is no provision for paying/reimbursement of the service tax to the contractor in the estimates which gets approved and sanctioned by central/state govt. as the estimates are prepared on the basis of approved schedule of rates and the estimated amount can not revised again.
